You can't buy ECA at any stores in America. It's illegal. You can however buy ephedrine I believe in the form of asthma medication but it's regulated and behind the counter. You just have to give them your ID. You may be able to buy it online, but it's hella expensive and most Canadian stores will not ship to the US any more.
